Dr. Justin Bartley is a fellowship-trained Orthopedic Surgeon specializing in sports medicine, arthroscopy, and comprehensive shoulder surgery. Also, fully trained in general orthopedics and fracture management, Dr. Bartley treats a variety of musculoskeletal conditions and prefers to attempt non-surgical treatments before considering surgery whenever possible. Following his orthopedic residency training, Dr. Bartley was fortunate to spend an additional year developing expertise in sports medicine, arthroscopic surgery, and shoulder reconstruction. Additionally, he has completed dedicated training in hip arthroscopy to better care for young patients with hip pain.
Dr. Bartley was a top graduate from The United States Air Force Academy with a bachelor degree in mechanical engineering. He served honorably in the United States Air Force as a pilot, project manager, and research engineer before completing his medical degree from Texas A&M College of Medicine. He completed his orthopedic surgery residency training at Scott and White Memorial Hospital and then was selected to spend an additional year of training in sports medicine, arthroscopy, and shoulder reconstruction at the University of Colorado.
Throughout his career, Dr. Bartley has been actively involved in research and education, authoring numerous scientific articles, textbook chapters, and presenting research nationally. His research interests include epidemiology of high school contact sport injuries, optimizing outcomes of arthroscopic shoulder surgery, and the development of innovative surgical techniques. During medical school, Dr. Bartley conducted research at John’s Hopkins Applied Physics Laboratory involving the neural integration and development of a robotic upper extremity prosthetic limb as part of the DARPA funded Revolutionizing Prosthetics project, and during residency he was awarded a competitive Mid-America Orthopaedic Association Senior Resident Education Grant for his work. He has mentored pre-med students, helped to develop pre-med curriculum, and been recognized as a top Academic Assistant Professor at the University of Colorado.

After graduating from Robert E. Lee High school in Tyler, Texas, he began his medical education by completing a double major in Biochemistry and Sociology from the University of Virginia. Following his undergraduate, he returned to Texas enrolling in medical school at The University of Texas Medical Branch in Galveston, Texas, where he earned his Medical Degree and was named Alpha Omega Alpha Medical Honor Society. The following year, Dr. Bowen transitioned to Virginia Commonwealth University and completed a General Surgery Internship and an Anesthesia Residency. He capped his medical education with a Pain Management Fellowship from The University of Florida in Gainesville, Florida.
Dr. Bowen’s clinical practice focuses on evaluating, diagnosing, and treating individuals suffering from chronic pain. These methods include conservative management with physical therapy, lifestyle changes, non-opioid medical management, and minimally invasive procedures. His clinical interests include spinal cord stimulation, dorsal root ganglion stimulation, and minimally invasive procedures to treat pain. “Pain is our body’s way of letting us know we are in trouble or something is not right.” Says Dr. Bowen, “but when a major or traumatic injury occurs, the “pain” does not shut off. It can be numbing, sharp, and debilitating. My job is to find the source of the pain, and when possible, eliminate it. I’m blessed to see my work help patients return to a normal life following an injury.”
Dr. Bowen is the 24th physician added to the Azalea group. He joins Drs. Burlison, McNeil, Michaels, Tibiletti, and Schwarzbach to complete the Interventional Pain Management & Physical Medicine & Rehabilitation team.
“We are fortunate to live in a community that values education. Dr. Bowen is a prime example of the type of professional the Tyler Independent School District produces,” said Anthony Brooks, CEO, Azalea Orthopedics. “He is extremely talented and we are grateful he chose to return home to serve our community.”
